 Abstract：The research on value engineering began during the Second World War. At that time, due to the rapid development of the US military industry, there was a shortage of materials, and some important materials were seriously insufficient. In the use of materials, General Electric Company has paid attention to the use of substitutes and improved the design of the product in order to achieve the goal of not only meeting the functional requirements of the product, but also greatly reducing the cost. Later, this analysis method gradually attracted people's attention, and its research scope gradually expanded. After the war, it had developed into a systematic research method, which was called value analysis at that time.At present, value engineering has become a theoretically mature and effective management technique, which has attracted the attention of various countries. In foreign countries, many universities do not have this course, many countries are organized by valuable engineering societies, many companies have valuable engineering institutions, and are valuable engineers among managers. In recent years, many domestic scholars have cited value engineering. Some scientific research, design and enterprises have organized the implementation of value engineering and achieved certain achievements, which shows that it is indeed effective, which can improve product quality and reduce products.
